idpf: customize netdev watchdog timeout value

Historically, idpf netdev watchdog timeout value was changed from 10
seconds (b/202436331), to 30 seconds (b/245224933); Now requested for
RDMA debugging, need to customize it.

Add a "watchdog_timeout" module parameter (in seconds) to the upstream
idpf driver, defaulting to 5 seconds for COS.
